June 2020 Chairman’s Notes
“For even in the bleakest moments, even when he [Lincoln] set his face grimly toward war, he was untouched by cynicism or loss of faith. Mr. Lincoln believed — he believed in freedom, believed in the goodness and the ability of his heroes — the people of this country.” Ronald Reagan
FIRST DISTRICT CONVENTION
The First District Convention is going forward on Saturday, June 13, 2020 at Caroline County High School as an unassembled convention. This means that there will be no convention floor and no candidate speeches, but it will have voting for all of the party positions to be decided. Voting will be a drive-thru affair.
RPV CONVENTION
The revised date of the RPV Convention is still to be determined.
JUNE 23rd PRIMARY
The Primary was moved to June 23rd by Virginia’s Governor. The Republican ballot has one question – who should be our nominee for the United States Senate election in November.
FREDERICKSBURG FAIR
The Fredericksburg Fair is coming up, July 31 – August 9th.
If you haven’t come out before, it is a fun time for the whole family. We will need volunteers to help out at our booth. We sign up new members and volunteers, inform people about the upcoming elections, and even pass out literature and yard signs. People really appreciate our presence.
MEETING – FINALLY
We will have our June meeting electronically. So, please come and join us on June 8, 2020. The meeting will start at 7:00 PM but you can come early to socialize.
We haven’t held an electronic meeting before. The State Central Committee adopted an amendment that allows meeting to take place this way.
In liberty,

Operation Chaos – We have received some questions regarding “Project Chaos” in which some Republicans are considering voting in the Democratic Presidential Primary on Tuesday, March 3. Please do not participate.
Obviously, it is your right to cast your vote how you see fit. But remember – a vote is a demonstration of support, even if cast in opposition to an opponent. If you feel that one Democratic candidate is such a threat to our republic that you cast a vote on Tuesday, you are risking your membership in the Republican Party for the next five years.
The RPV plan, Article 1, Section A(4) states that for a person “to be in accord with the principles of the Republican Party… [they] shall not have participated in Virginia in the nomination process of a party other than the Republican Party with in the last five years.”
If anyone has further questions about this, or wishes to complain about this, please let me know.
Committee Reconstitution
On March 9, we will reconstitute our Committee, electing a new Executive Board, and electing new membership.
- Electing Membership for existing committee members: Yes, you have to complete a new Membership Form. The form for 2020-2021 is available on our website https://staffordgop.com . Please complete the form and bring it to the meeting, or you can complete it online and pay at the same time. If you do bring the form, please also bring your $40 dues payment with you.
- Electing New Members: If you were not previously a member of the SCRC, then we invite you to complete the Membership Form. If you have previously completed this step, have already been vetted, and have paid the $40 dues fee, then you will be voted in as member at the end of the SCRC meeting.
- Committee Elections: The positions of First Vice Chairman, Treasurer, and Magisterial District Chairman are all elected by the membership. All positions are a 2 year term. These positions must be held by current SCRC members. If you are interested in seeking any of these positions, you will be given an opportunity during the meeting to nominate yourself. If you are interested in one of these roles, I would strongly suggest that you speak with me prior to nominations, but it is not required. You may also nominate someone else, so long as you have their permission to do so and they are willing serve in that position. The following is a brief description of each position:
- First Vice Chairman: The primary responsibility of the First Vice Chairman is Election Day operations. This includes: (1) obtaining, managing and training volunteers; (2) working with campaigns; (3) working with magisterial chairs; and (4) obtaining, maintaining and accounting for election material and equipment. The Magisterial Chairs primary responsibilities include: (1) Obtaining and managing volunteers; (2) working with the First Vice Chairman to coordinate election day activities; (3) opening and closing the precincts at the locations in your Magisterial District; and (4) managing precincts during the day. You will need to be able to work the election days during your 2 year term. If you were a Magisterial Chair the last 2 years, you will need to run again for your position.
If anyone has any questions regarding these positions, please feel free to contact me.

NEW MEMBERS
We would like to welcome all our new members to the SCRC! We are pleased to have you as part of the SCRC family and are looking forward working together to promote the conservative ideals that we all stand for!
RENEWING MEMBERSHIP THIS MEETING
I know that it feels like we just did this, but it has actually been year! Dues and new membership forms of the SCRC are due at the beginning of the meeting this month. You can pay online, or bring your dues to the meeting on Monday in the form of cash or check.
According to the SCRC bylaws, if you paid after January, but before March, then you only have to pay $20. In addition, the Bylaws state that if payment is not received at the beginning of the meeting, then you will be not able to vote until said payment is received. However, this does not remove you as a member. Rather, once payment is received, your right to vote is automatically restored.
I have also attached a new membership form to the email. If you prefer (or forget your form) we will have blank ones at the meeting for you to complete. Unfortunately, even if you just completed the form, you will have to complete a new one to reflect the 2019-2020 membership year.
If anyone has any questions at all, please feel free to contact me either my email or phone at (312) 213-0318.

February 2019 Chairman’s Notes
NEW MEMBERS
I would like to welcome all our new members to the SCRC! We are pleased to have you as part of the SCRC family and are looking forward working together to promote the conservative ideals that we all stand for!
METHOD OF NOMINATION FOR STAFFORD COUNTY RACES
My Chair Notes will be focusing primarily on the Method of Nominations for our local offices. All methods of nomination must be submitted to the State board of Elections by no later than February 26, 2019, so we must choose our methods of nomination at our February meeting. If you are unable to attend, GET A PROXY. If you need help obtaining a proxy, please let me know and I will help you.
Below is a background of the process and method options that we will be considering at the February meeting.
We have several local seats up for election in November 2019. They are:
- Commonwealth Attorney (currently held by Eric Olsen, Republican)
- Commissioner of Revenue (currently held by Scott Mayauski, Republican)
- Sheriff, (currently held by David Decatur, Republican)
- Treasurer (currently held by Laura Rudy, Republican)
- Board of Supervisors, George Washington District (currently held by Tom Coen, Independent)
- Board of Supervisors, Griffis-Widewater District (currently held by Jack Cavalier, Republican)
- Board of Supervisors, Rock Hill District (currently held by Wendy Maurer, Republican)
There will also be races for the Virginia Senate and the House of Delegates on the November 2019 ballot, but those methods of nomination are governed by the Legislative District Committees and have already been decided. We are only focused on our Stafford County local races.
Please note that School Board elections are nonpartisan, so, these seats will only appear on the November 2019 ballot. However, candidates for the School Board will have the opportunity to seek the endorsement of the SCRC. This is a different process and will be discussed at the March meeting in greater detail.
The November ballot will include, presumably, at least a Republican and Democrat candidate. The method of nomination that we will be voting on will determine how we pick our Republican candidates, but only if more than one person seeks the republican nomination for the November ballot.
There are four (4) choices of method of nomination:
- Primary: is open to all registered voters and is conducted by the Virginia Department of Elections. The Code of Virginia defines the notice, filing requirements, deadlines and other procedures for holding a primary. Candidates appear on the June Primary Ballot in Stafford County. Voters are able to vote in the Primary from 6am-7pm on Election Day. SCRC is not responsible for paying, organizing, advertising or conducting the Primary. NOTE: In 2015, all Stafford County local office races chose primaries as the method of nomination.
- Convention: is a public assembly of delegates chosen specially as representatives of a constituent unit, or group, to act for the entire group. Voting at a convention is weighted according to a pre-determined formula specified in the call. The SCRC would be responsible for paying, organizing, advertising and conducting the Convention.
- Party Canvass: (also known as a “firehouse primary”) operates much like a primary, but is conducted by the appropriate Unit or Legislative District Committee of the Party. Canvasses are held on a certain date in one or more locations for a period of several hours. Republican voters cast their ballots during the canvass, and the votes are tallied following the close of the canvass. While a mass meeting or convention may have more than one round of voting, at a party canvass voters vote only once and a nomination or election may be decided by a plurality. The SCRC would be responsible for paying, organizing, advertising and conducting the Party Canvass.
- Mass Meeting: is a public assembly of an unorganized group, usually voters of an election district or unit, to transact certain business as defined in the call of the Mass Meeting. Republican voters who attend the meeting cast their votes during simultaneous balloting at a particular time (unlike a primary or canvass, where voting takes place over a period of several hours). Unlike a Convention, there is no weighted voting. The SCRC would be responsible for paying, organizing, advertising and conducting the Mass Meeting.
VOTING IN NEW MEMBERS
Several people have shown an interest in joining our SCRC, either by email or in person at our last meeting. Below is a list of the individuals that I have received membership applications from thus far. If your name is not on the list, and you think it should be, please send me an email. If you still have not completed the membership form, please do it soon. I cannot take new application forms right before or during the meeting. Please make sure to bring the dues if you have not already submitted them. No membership application can be voted on by the SCRC without receipt. Thank you!
